Position Overview

Created Solutions is seeking an experienced Engineering Operations Lead to support the Missile Defense Agency (MDA) Targets and Countermeasures Program Directorate (DTT) within the Chief Engineer / Targets Systems Engineering Division (DTTE) under the TEAMS Next MDS Engineering program.



In this role, you will serve as the central operational integrator and technical synchronization point for Targets Systems Engineering. You will manage high-tempo executive engineering activities, oversee tasker operations through government systems such as the Enhanced Tasking Management System 2 (ETMS2), coordinate major lifecycle and governance documentation, and facilitate communication across directorates, prime contractors, and partner organizations.



The ideal candidate brings extensive experience supporting DoD engineering organizations, exceptional organizational and communication skills, and the ability to coordinate complex technical and programmatic activities in a fast-paced environment.



Key Responsibilities

Executive Engineering Coordination & Operational Briefings

  • Manage the end-to-end coordination of weekly Targets Systems Engineering (DTTE) staff meetings, including presentation inputs, technical briefings, logistics, and leadership pre-brief packages.
  • Coordinate and submit executive engineering updates to the MDA Directorate for Engineering (DE), including requirements baselines, schedule changes, and technical accomplishments.
  • Consolidate Directorate-wide programmatic and technical status briefings for DTT leadership.
  • Track and coordinate 30/60/90-day Engineering Technical Reviews (ETRs) across target programs, including milestone reporting and delivery of executive summaries.

Tasker & Workflow Management

  • Serve as the primary DTTE Action Officer within ETMS2, managing the distribution, tracking, and timely closure of Congressional, Office of the Secretary of Defense (OSD), and internal agency taskers.
  • Process classified and unclassified tasking across SIPRNet and NIPRNet environments while maintaining strict compliance with security and operational requirements.
  • Coordinate industry media engagement requests and MDA public release packages with Acquisition, Legal, and Strategic Communications teams.
  • Prepare Staff Summary Sheets (SSS) and facilitate formal review and approval processes.
  • Lead annual historical summary collection efforts and coordinate Federally Funded Research and Development Center (FFRDC) data calls and technical conference nominations.

Systems Engineering Governance & Documentation

  • Lead operational coordination of the annual Targets Cost Analysis Requirements Description (CARD) update supporting the President's Budget submission to Congress.
  • Coordinate inputs from Logistics, Acquisition, Contracts, Software, Cyber, and IMTP Manifest teams.
  • Consolidate classified and unclassified documentation, adjudicate comments using Form 100 matrices, and manage executive review and approval.
  • Coordinate biennial Programmatic Environment, Safety, and Occupational Health Evaluation (PESHE) updates.
  • Oversee review cycles, administrative accuracy, comment adjudication, formal routing, and publication of program baseline documentation and standard operating procedures.
  • Maintain configuration-controlled engineering documentation and baseline archives across agency SharePoint, DoD365, and SIPR environments.

Required Qualifications

  • U.S. Citizenship required.
  • Active DoD Secret security clearance, with the ability to maintain clearance and access classified environments, including SIPRNet.
  • Master's degree in Engineering or a related technical or scientific discipline.
  • Minimum of 12 years of related professional experience.
  • Demonstrated experience managing executive engineering operations, technical meeting coordination, and briefing preparation for senior military and civilian leadership.
  • Experience tracking, reviewing, and adjudicating technical comments using formal processes, including DoD Form 100 comment matrices or equivalent systems.
  • Familiarity with DoD acquisition lifecycle documentation, including CARD, Systems Engineering Plans (SEP), Risk Management Plans (RMP), PESHE, and Test and Evaluation Master Plans (TEMP).
  • Strong experience preparing and routing executive correspondence, Staff Summary Sheets, and official action packages.
  • Advanced proficiency in Microsoft 365 applications, including Word, Excel, PowerPoint, Teams, and SharePoint.
  • Working knowledge of ETMS2 or comparable DoD tasking and correspondence management systems.
  • Excellent organizational, written communication, and interpersonal skills, with the ability to manage competing priorities and demanding deadlines.

Preferred Qualifications

  • Master's degree in Systems Engineering, Aerospace Engineering, Industrial Engineering, Operations Management, Technical Management, or a related STEM discipline.
  • Experience supporting DoD or federal program offices in a Systems Engineering and Technical Assistance (SETA), Advisory & Assistance Services (A&AS), or Systems Engineering & Integration (SE&I) capacity.
  • Direct experience supporting the Missile Defense Agency, particularly the Targets and Countermeasures Directorate (DTT) or Engineering Directorate (DE).
  • Familiarity with DoW/MDA workflows and organizational processes.
  • Experience coordinating technical activities across multiple organizations, including U.S. Army DEVCOM (S3I), prime contractors, national laboratories, and FFRDCs.
  • Demonstrated ability to work independently, establish priorities, coordinate deadlines, and resolve competing technical and programmatic demands.
