Network Operations Director - Inside Plant
Who we are looking for:
GTA is seeking a Network Operations Director to lead our central office and facility-based network infrastructure organization. You'll be accountable for the availability, capacity, and physical integrity of the inside plant (ISP) equipment supporting our wireless, wireline, and broadband services, and for the technicians and engineers who keep it running. Working closely with the Facility Manager on power and environmental systems, you'll ensure our central offices meet carrier-grade standards — blending deep technical judgment with strong people leadership.

As Network Operations Director at GTA, you'll own the health and performance of the equipment rooms at the core of our network — leading your team through installations, turn-ups, incident response, and everything in between. You'll manage budgets and refresh projects, set standards that align with industry best practices, and build the on-call and emergency-response programs that keep us ready for anything Guam throws at us. - Direct all inside plant operations across GTA central offices, equipment facilities, and headends, including switching/transmission equipment rooms, main distribution frames (MDF), and fiber distribution frames
- Monitor DC power plant systems (rectifiers, battery strings, backup generators) and environmental systems (HVAC, fire suppression, alarms) supporting central office network equipment, escalating and coordinating with the Facility Manager — who holds direct responsibility for power and environmental infrastructure — to resolve conditions affecting equipment operation
- Manage equipment installation, turn-up, and decommissioning activities within central offices, coordinating with network engineering on capacity planning and technology refresh
- Ensure central office grounding, cable management, and equipment installation standards comply with Telcordia/industry best practices (e.g., NEBS) and internal engineering standards
- Lead incident response and restoration for inside plant network equipment outages, including root cause analysis and corrective action; partner with the Facility Manager when power or environmental conditions are a contributing factor
- Manage preventive maintenance programs for inside plant network equipment to minimize unplanned downtime
- Coordinate with the Facility Manager, Outside Plant, RAN, Core Network, and IT/Data Center teams on cross-functional infrastructure dependencies and joint capacity planning
- Develop and manage the ISP network equipment capital and operating budget, including switching/transmission upgrades and equipment refresh projects
- Recruit, develop, and manage a team of ISP technicians and engineers; establish on-call and escalation procedures for network equipment issues, including those arising from power or environmental events
- Maintain network equipment documentation, floor plans, and equipment inventories for all central office locations
- Support disaster recovery and business continuity planning for inside plant network equipment, including typhoon/emergency preparedness specific to Guam's operating environment, in coordination with the Facility Manager on facility-level readiness
- On-call availability required for facility and power-related emergencies
- Performs other related duties and special projects assigned to support evolving business priorities
Preferred Qualifications:
- Experience in a Pacific/island or hurricane/typhoon-prone operating environment, with associated disaster preparedness planning
- Experience with central office modernization or technology refresh projects (legacy switch decommissioning, equipment consolidation)
- Experience coordinating inside plant work with facilities, outside plant, RAN, and core network organizations in an integrated carrier
Here’s what you need to have:
- Bachelor's degree in Electrical Engineering, Telecommunications, or related field; equivalent work experience will be considered
- 10+ years of progressive experience in telecom central office/inside plant operations, with 5+ years in a leadership role
- Working knowledge of DC power plant systems (rectifiers, battery plant, generators/UPS) and environmental systems (HVAC, fire suppression) sufficient to monitor conditions and coordinate effectively with facilities personnel
- Strong working knowledge of switching, transmission, and fiber/cable distribution equipment within central office settings
- Familiarity with Telcordia/NEBS standards and industry best practices for central office equipment installation and maintenance
- Experience managing capital projects, vendor relationships, and equipment budgets
- Demonstrated people leadership experience managing technician and engineering teams, including on-call/emergency response programs
- Strong incident management and root-cause analysis skills for network equipment outages, including those with power or environmental contributing factors
- Must successfully pass a background check and drug screening
