Overview
CLN is seeking an experienced General Manager to lead the day-to-day operation of its post-industrial plastics recycling facility in Campbellford, Ontario. This is a hands-on, site-based leadership role with full accountability for production, health and safety, logistics, and inventory across the plant. The General Manager will own plant performance end to end – driving throughput, quality, and cost discipline while building the systems, standard operating procedures, and team capability required to scale. The ideal candidate is an operations leader who is comfortable on the plant floor, rigorous about process and safety, and motivated by turning recovered material into a reliable, profitable product stream.

 

Key Responsibilities

Plant Operations & Production

• Lead day-to-day operations across material intake, sorting, size reduction, extrusion, pelletizing, and finished-goods handling, ensuring performance against production, quality, and cost targets.
• Develop, document, and enforce Standard Operating Procedures across all operational areas, ensuring they remain current and are actively used on the floor.
• Monitor operational KPIs – throughput, uptime, yield, and scrap rate – and lead continuous improvement initiatives that raise plant productivity.
• Manage preventative maintenance programs to maximise equipment availability and extend asset life.
• Identify and resolve production bottlenecks, quality issues, and process risks in a timely and systematic manner.
• Evaluate and support capital projects that expand capacity, improve recovery rates, or reduce operating cost.
• Lead regular operations meetings, driving accountability and structured reporting from supervisors and team leaders.

 

Health, Safety & Environment

• Champion a safety-first culture across the site, ensuring all personnel understand and meet their HSE obligations.
• Maintain the site HSE management system, including risk registers, incident reporting, and corrective action tracking.
• Ensure all environmental approvals, operating permits, and regulatory obligations are maintained and renewed on time.
• Lead incident investigations, identify root causes, and confirm corrective actions are completed and effective.
• Liaise with regulatory bodies, including the Ontario Ministry of the Environment, Conservation and Parks and the Ministry of Labour.
• Conduct or oversee regular site safety audits, toolbox talks, and HSE training programs.
• Report all material HSE incidents and compliance risks to senior leadership promptly.

 

Feedstock, Logistics & Supply Chain

• Oversee inbound feedstock intake and outbound shipment of finished material, including transport scheduling, carrier management, and customer delivery performance.
• Work with generators and suppliers of post-industrial scrap to secure consistent feedstock volume and quality.
• Optimise logistics workflows to reduce freight cost, improve turnaround times, and increase overall supply chain efficiency.
• Manage and develop relationships with transport partners, haulage contractors, and logistics service providers.
• Ensure logistics and compliance documentation, including manifests, chain-of-custody records, and material certifications, is accurate and up to date.
• Coordinate logistics planning with production and inventory teams to avoid bottlenecks and stockouts.

 

Inventory Management & Systems

• Lead the selection, implementation, and ongoing management of a fit-for-purpose inventory management system for the facility.
• Establish and enforce inventory control SOPs covering receiving, storage, movement, and reconciliation of feedstock, work in progress, finished goods, and consumables.
• Set minimum stock levels, reorder points, and inventory accuracy targets, and hold the team accountable to them.
• Oversee regular cycle counts and stock takes, investigating and resolving material variances without delay.
• Drive continuous improvement in inventory processes to reduce waste, shrinkage, and working capital tied up in stock.
• Report on inventory position, trends, and risks to senior leadership on a regular cadence.

 

People Leadership & Performance

• Lead, coach, and develop supervisors and plant staff across production, maintenance, logistics, and inventory.
• Maximise workforce productivity through effective shift scheduling, cross-training, skills development, and clear accountability frameworks.
• Conduct regular one-on-ones and performance reviews with direct reports, setting clear goals and development plans.
• Support recruitment for key operational roles and manage attendance, conduct, and performance issues in line with company policy.
• Foster a positive workplace culture built on respect, accountability, and continuous improvement.

 

Financial Management & Reporting

• Manage the site cost base to budget, identifying and acting on cost reduction and efficiency opportunities.
• Prepare and present regular operational and financial performance reporting to senior leadership.
• Provide input into annual budgeting, forecasting, and capital expenditure planning.
• Review and approve operational expenditures within delegated authority limits.

 

Customer & Stakeholder Relationships

• Maintain strong relationships with customers, feedstock suppliers, contractors, and service partners.
• Represent the facility professionally in all external dealings, reinforcing CLN’s commitment to quality, service, and operational reliability.
• Escalate any material customer, supplier, or regulatory issue to senior leadership promptly.

 

Qualifications

• Proven experience as a General Manager, Plant Manager, or senior operations leader, ideally within plastics processing, manufacturing, recycling, or a related industrial sector.
• Demonstrated track record of implementing or managing inventory management systems in an operational environment.
• Hands-on experience developing, implementing, and embedding SOPs across a multi-function operation.
• Strong HSE knowledge and a demonstrable commitment to safety leadership.
• Experience managing logistics, transport, or supply chain functions.
• Demonstrated ability to drive productivity improvements through process optimisation, workforce management, and technology adoption.
• Financial literacy, with experience managing operational budgets and reporting to senior leadership.
• Strong leadership and people management skills, with the ability to motivate and develop a plant-floor team.
• Analytical mindset with the ability to interpret operational data and drive evidence-based decisions.
• Valid driver’s license and the ability to work on-site on a full-time basis.

 

Preferred Qualifications

• Direct experience in post-industrial or post-consumer plastics recycling, resin compounding, extrusion, or pelletizing.
• Formal HSE qualification such as CRSP, NCSO, or equivalent.
• Familiarity with Ontario environmental approvals and waste-handling regulatory requirements.
• Experience with lean manufacturing, Six Sigma, or comparable continuous improvement methodologies.
• Experience working within a post-acquisition or integration environment.
