ENGAGEMENT OPTIONS:


Option 1 – W-2 Employee

  • Full-Time
  • Hourly, Non-Exempt
  • Approximately 35 hours per week
  • Approximately 7 hours per day, 5 days per week
  • Expected service mix: approximately 10 hours of group facilitation and 25 hours of program coordination per week
  • Eligible for applicable Company benefit plans, subject to plan terms, eligibility requirements, and waiting periods


Option 2 – 1099 Independent Contractor

  • Independent Contractor / Nonemployee Service Provider
  • Up to 35 authorized service hours per week based on approved program needs and accepted assignments
  • Anticipated service mix of up to approximately 10 group-facilitation hours and 25 program-coordination hours per week
  • No guaranteed minimum volume of assignments or service hours
  • Ineligible for employee benefits
  • Contractor controls the professional manner and means of providing accepted services, subject to applicable law, professional standards, client needs, required outcomes, deadlines, confidentiality, safety, and site-access requirements


COMPENSATION RANGE: $22.00–$30.00 per hour or authorized service hour, based on credential, relevant experience, engagement type, and approved arrangement.


For 1099 engagements, compensation and invoicing requirements will be governed by the executed independent-contractor agreement or work order.


BENEFITS PACKAGE:

  • W-2: Eligible to participate in applicable Company benefit plans, subject to plan terms and eligibility requirements.
  • 1099: Ineligible for employee benefits. Independent contractors are responsible for their own taxes, insurance, business expenses, licenses, and other independent-business obligations.


ACCOUNTABLE TO / COORDINATION WITH:

  • W-2: Designated Company leadership and onsite program leadership.
  • 1099: Designated contract administrator and program contact for accepted deliverables, required communications, site access, and quality review.


ACCOUNTABLE FOR:

Providing structured behavioral health group services and program-coordination support; maintaining accurate and timely documentation; coordinating schedules, records, communications, and workflows; identifying and escalating material service or safety concerns; protecting confidential information; and completing assigned responsibilities or accepted deliverables in accordance with applicable professional, ethical, privacy, safety, credentialing, and program requirements.


SUMMARY OF POSITION RESPONSIBILITIES

The Counselor & Program Coordinator supports a community-based behavioral health program through a blended role combining structured client group services with program coordination, documentation, records management, scheduling, communication, and administrative support.

The successful candidate will facilitate approved behavioral health, recovery, psychoeducational, wellness, coping-skills, life-skills, or similar groups while helping maintain organized and reliable program operations.

This opportunity requires sound professional judgment, strong documentation skills, dependable follow-through, respect for client dignity, appropriate professional boundaries, confidentiality, and the ability to balance direct-service responsibilities with program-coordination needs.


GROUP FACILITATION AND CLIENT SUPPORT

  • Prepare and facilitate approved structured client groups.
  • Deliver services within the individual’s active Maryland credential and authorized scope of practice.
  • Use professionally appropriate, culturally responsive, trauma-responsive, and inclusive facilitation methods.
  • Encourage safe, respectful, and meaningful client participation.
  • Observe participation, progress, barriers, behavioral concerns, and potential safety issues.
  • Communicate material service, behavioral, participation, or safety concerns through approved channels.
  • Maintain appropriate professional boundaries.
  • Complete required group, attendance, and service documentation within applicable timeframes.


PROGRAM COORDINATION AND ADMINISTRATIVE RESPONSIBILITIES

  • Coordinate program schedules, groups, meetings, service activities, and routine communications.
  • Maintain organized schedules, rosters, logs, records, action lists, and workflow trackers.
  • Track missing information, outstanding items, deadlines, and follow-up needs.
  • Prepare routine summaries, packets, reports, meeting materials, and other program documents.
  • Coordinate necessary communications with authorized program personnel.
  • Support program organization, quality monitoring, workflow coordination, and readiness for internal or external review.
  • Identify workflow barriers or unresolved matters and communicate them promptly through the appropriate channel.
  • Use approved electronic records, email, shared calendars, word-processing tools, and other program systems accurately and securely.


DOCUMENTATION QUALITY AND COMPLIANCE

  • Complete service records, group documentation, attendance records, administrative logs, and other required documentation accurately and on time.
  • Ensure documentation is objective, complete, attributable, professional, and consistent with services actually provided.
  • Protect information governed by HIPAA and other applicable privacy, confidentiality, and records requirements.
  • Follow applicable laws, ethical standards, credential requirements, professional boundaries, safety procedures, and program requirements.
  • Perform only services permitted by the individual’s qualifications, credential, contractual or employment scope, and applicable law.
  • Immediately report suspected abuse, neglect, exploitation, threats, emergencies, safety events, privacy incidents, or other legally reportable concerns through required channels.


CONFIDENTIALITY AND INFORMATION HANDLING

  • Protect confidential client, clinical, employee, program, and organizational information.
  • Access and share confidential information only as authorized and necessary for assigned responsibilities or accepted services.
  • Secure physical and electronic records appropriately.
  • Protect passwords, login credentials, and system access.
  • Follow applicable HIPAA, confidentiality, privacy, information-security, and records-retention requirements.
  • Promptly report suspected privacy, confidentiality, records, or information-security concerns.


SAFETY AND PROFESSIONAL RESPONSIBILITIES

  • Maintain awareness of client safety, behavioral concerns, and environmental risks.
  • Follow applicable emergency, safety, crisis-response, and mandatory-reporting procedures.
  • Maintain appropriate professional boundaries and sound judgment.
  • Use respectful, culturally responsive, and trauma-responsive practices.
  • Promptly communicate safety concerns, service barriers, or material issues to the appropriate program contact.
  • Participate in or complete required orientation, site-access, safety, confidentiality, and assignment-specific requirements as applicable to the engagement.


W-2 EMPLOYEE EXPECTATIONS

Individuals engaged as W-2 employees will:

  • Work the approved employee schedule coordinated with program leadership.
  • Participate in required supervision, meetings, orientation, training, quality-improvement activities, and corrective follow-up.
  • Follow Company and program policies and procedures applicable to employees.
  • Maintain dependable attendance and timely communication regarding scheduling or coverage concerns.
  • Perform assigned duties within the employee’s credential, qualifications, and authorized scope.


1099 INDEPENDENT CONTRACTOR EXPECTATIONS

Individuals engaged as independent contractors will:

  • Independently perform accepted services and deliverables within their professional scope.
  • Coordinate availability and service times so accepted services occur within applicable program operating hours.
  • Control the professional manner and means of completing accepted services, subject to agreed outcomes, deadlines, client needs, professional requirements, confidentiality, safety, and site-access rules.
  • Maintain an independent business operation and remain responsible for applicable taxes, licenses, professional continuing education, insurance, supplies, and business expenses.
  • Submit accurate invoices identifying authorized service dates, hours or deliverables, and required supporting documentation.
  • Maintain required professional liability insurance and other insurance required by the agreement.
  • Complete applicable credential verification, exclusion screening, background review, and site-access requirements.
  • Be permitted to provide services to other clients, provided doing so does not create a conflict of interest, misuse confidential information, or interfere with accepted contractual obligations.
  • Not be guaranteed any minimum number of assignments or service hours.


PHYSICAL DEMANDS

  • Regular computer, telephone, documentation, and record-review activities.
  • Periodic sitting, standing, walking, and movement between program and group areas.
  • Regular verbal and written communication with clients and program personnel.
  • Ability to organize, retrieve, and manage records and service materials.

WORKING CONDITIONS

  • Primarily onsite in a community-based behavioral health environment.

LEVEL OF EDUCATION / TRAINING / QUALIFICATIONS

Required Qualifications

  • Current Maryland behavioral health credential in good standing appropriate to the assigned services, including LMSW, LCSW, LCSW-C, LGPC, LCPC, LGADC, LCADC, CAC-AD, CSC-AD, or another credential approved for the assignment.
  • Education and supervised experience required for the individual’s credential and authorized responsibilities.
  • Demonstrated ability to facilitate groups and document behavioral health or program services professionally.
  • Strong written and verbal communication, organization, time-management, and interpersonal skills.
  • Ability to use email, electronic records, shared calendars, word-processing tools, and applicable program systems.
  • Ability to maintain confidentiality, professional boundaries, and sound professional judgment.
  • Successful completion of credential verification and applicable screening or site-access requirements.


Additional 1099 Requirements

  • Completed Form W-9 and required business, tax, or good-standing documentation.
  • Professional liability insurance and any other insurance required by the independent-contractor agreement.
  • Independent responsibility for applicable taxes, insurance, licenses, business expenses, and continuing-education requirements.


Preferred Qualifications

  • At least one (1) year of behavioral health, substance use, social services, community health, or related experience.
  • Experience facilitating psychoeducational, recovery, wellness, coping-skills, life-skills, or similar groups.
  • Experience coordinating schedules, records, compliance items, documentation, or workflows in a regulated service setting.
  • Knowledge of community resources and service coordination in Baltimore City.

ADDITIONAL REQUIREMENTS

The final engagement structure, schedule or service capacity, compensation terms, benefit eligibility, supervision or contract-administration structure, invoicing requirements, and other applicable conditions will be documented in the appropriate employment offer or independent-contractor agreement.

For independent contractors, the executed agreement will govern compensation, invoicing, term and termination, confidentiality, data security, insurance, records ownership, dispute resolution, and other contractual terms.
