6385 - Data Specialist
Lead telecommunications inventory research, data integration, database administration, reconciliation, validation, tracking, and reporting for a potential federal telecommunications transition and support program. Establish and maintain an authoritative transition inventory that supports customer planning, telecommunications ordering, cutovers, disconnects, and program reporting.
Key Responsibilities
- Administer and maintain program databases using appropriate database management systems to organize, protect, and store data.
- Ascertain user requirements; create database structures; and test, coordinate, and document database changes.
- Interact with development personnel, system owners, and end users to determine data-access requirements, transaction rates, volumes, and other information needed to develop and maintain integrated databases.
- Collect, import, profile, normalize, reconcile, and validate data from multiple Government, customer, billing, and telecommunications-provider sources.
- Develop data structures, data dictionaries, required fields, validation rules, status definitions, source-to-target mappings, and change-control procedures.
- Reconcile discrepancies involving service identifiers, agencies, locations, quantities, usage, billed amounts, features, equipment, contacts, and service status.
- Maintain traceability from master records to source data and supporting validation evidence.
- Create and manage discrepancy, exception, duplicate, unmatched-record, and customer-validation queues.
- Coordinate data validation and correction with federal customers, service providers, system owners, and technical personnel.
- Integrate order, installation, cutover, disconnect, and external status information into the transition database.
- Produce recurring, cumulative, customer-level, exception, aging, and management reports and dashboards.
- Implement controls for completeness, validity, accuracy, consistency, uniqueness, timeliness, and traceability.
- Protect controlled and nonpublic information and comply with applicable access, safeguarding, and records-management requirements.
Qualifications
- Bachelor’s degree in Data Analytics, Data Science, Information Systems, Computer Science, Database Management, Business Analytics, Mathematics, Statistics, or a related discipline required.
- Minimum 7 years of database administration, database development, data analysis, data quality, configuration management, or inventory-management experience required.
- Demonstrated experience reconciling high-volume records from multiple systems containing incomplete, inconsistent, or conflicting data.
- Advanced Microsoft Excel and relational database skills.
- Strong analytical, research, documentation, and stakeholder-coordination abilities.
- Experience supporting federal, telecommunications, logistics, asset-management, billing, or enterprise IT datasets preferred.
- Master’s degree preferred.
- Microsoft, Oracle, SQL, Power BI, data-management, or comparable technical certification preferred.
- U.S. citizenship and the ability to work remotely from an authorized location within CONUS are required. Periodic on-site support at Scott Air Force Base, Illinois, may be required for government-furnished equipment support and other mission needs.
- Must be available and prepared to begin work at the anticipated contract start date of November 6, 2026.
Required Systems, Tools, and Framework Experience
- Microsoft Excel, including advanced formulas, lookup functions, pivot tables, data validation, and Power Query
- Microsoft Access, SQL Server, Oracle, PostgreSQL, or comparable relational database platforms
- SQL for data extraction, transformation, reconciliation, validation, and reporting
- Microsoft Power BI, Tableau, or comparable dashboard and visualization tools
- Microsoft Office Suite, Teams, and SharePoint
- Data dictionaries, source-to-target mappings, metadata management, and master-data-management practices
- ETL and data-quality tools or controlled scripting for repeatable data processing
- Configuration management, version control, change logging, and audit-trail practices
- Telecommunications inventory, billing, provisioning, and order-management systems
- Federal records-management, information-safeguarding, and role-based access requirements
Required Specialized Experience
- Establishment and administration of authoritative inventory or master-data repositories.
- Comparison and reconciliation of data from federal systems, vendor portals, spreadsheets, billing files, and customer-maintained sources.
- Familiarity with enterprise telecommunications inventory, billing, ordering, provisioning, or vendor-management platforms.
- Analysis of telecommunications service records, quantities, usage, billing, ownership, features, equipment, and managed-service components.
- Development of matching rules, duplicate detection, exception queues, discrepancy-resolution workflows, and data-quality metrics.
- Coordination of record validation with customers, system owners, service providers, and technical subject-matter experts.
- Integration of order, installation, cutover, discontinue, and operational-status information into an auditable database.
- Production of recurring, cumulative, customer-level, management, and exception reports from high-volume datasets.
