Head of Health, Safety & Risk

Auckland, AucklandFull TimePosted Oct 27, 2026

About us

Fullers360 has been connecting Aucklanders and visitors to the Hauraki Gulf for over 40 years.  With a team of 350+ and a fleet of high-speed ferries and modern buses, we proudly serve nearly 6 million passengers a year - getting commuters to work and visitors to explore.

Our Waiheke Bus Company introduced Auckland’s first electric bus fleet, and we’re proud to be operating Auckland’s first hybrid-electric fast ferries.  Sustainability, community, and a down-to-earth culture are at the heart of everything we do.

About the role

As Head of Health, Safety and Risk, you’ll lead the Health and Safety function and shape health, safety and operational risk strategy across Fullers360, including Waiheke Bus Company. Working alongside the Managing Director and wider marine and bus operational leadership team, you’ll influence senior decision-making and provide independent advice, constructive challenge and assurance across the business. The role’s risk remit focuses on health, safety and operational risk. Operational leaders remain accountable for managing safety within their areas, supported by your expertise and leadership.

You’ll work closely with marine and bus operational leaders and operations teams, including drivers and maintenance teams, across ferry operations, electric vehicle charging and public transport services. Alongside the Managing Director, you’ll partner with our other MTOP Responsible Persons, to shape marine safety direction, support regulatory obligations and provide assurance. You’ll bring sound judgement under pressure and a practical, collaborative approach to keeping our people and passengers safe in a high-tempo environment, particularly through our busy summer periods.

A key priority will be strengthening operational risk assessment capability. You’ll lead, complete and critically review risk assessments, identify gaps and work with operational teams to establish practical, effective controls and verify that they are working. You’ll ensure risk frameworks and systems support effective operational practice and audit readiness, translating assessment findings, incident learning and assurance outcomes into clear advice and timely reports that inform decisions and track agreed actions.

You’ll lead health and safety relationships with Maritime New Zealand, Auckland Transport and other relevant authorities. Working across marine and bus regulatory environments, you’ll help the business interpret requirements and meet its legal, regulatory and contractual obligations, with particular attention to our greatest regulatory exposure, maritime operations.

About you:

You’ll bring 10-plus years’ experience in health and safety management ideally within marine, passenger transport, logistics, aviation or another safety-critical operational environment. You’ll combine strategic leadership with operational credibility, a proven ability to influence senior decisions and the confidence to provide independent advice and assurance. Your experience will include people leadership, incident investigation, senior leader and external stakeholder management, and the design and implementation of practical risk frameworks, policies and health and safety processes.

You’ll have strong operational risk assessment skills, including the ability to lead, complete and critically review assessments, challenge assumptions and identify weaknesses in controls. You’ll build assessment capability across operational teams and bring the discipline to complete agreed reports and risk assessments on time. Your advanced reporting, documentation and workflow process writing skills will turn complex information into clear advice, practical actions and useful insight for leaders.

Proven regulatory interpretation skills and the ability to apply requirements across different operational environments are essential. Knowledge of MOSS, MTOPs and relevant Maritime Rules is highly desirable, but maritime experience is not essential. You’ll bring sound professional judgement and the ability to build trusted relationships with internal and external stakeholders.
