INTRODUCTION:

 

The Anadromous Production Manager performs as the professional level lead for overseeing all project and program level goals, objectives and tasks associated with the Spokane Tribal Anadromous Production goals. The Anadromous production manager is responsible for administrating the Spokane Tribe of Indians Anadromous production goals by applying advanced performance level supervisory, technical, professional, and administrative skills.  The Production Manager serves as the program manager and will be responsible for managing asset development, overseeing feasibility surveys, and developing and implementing a planning process to determine hatchery infrastructure needs and upgrades to meet production goals for the anadromous fisheries programs. The incumbent will work closely with the Spokane Tribes Department of Natural Resource Managers, Lake Roosevelt Hatchery Coordination Team, Lake Roosevelt Fisheries Management Team, the Spokane Tribe’s Anadromous Program, and other regional partners. This position requires a person who independently makes critical split-second decisions that could negatively affect or that could result to damage to the hatchery facilities. 

MAJOR DUTIES AND RESPONSIBILITIES:

 

• Lead the design, development, and implementation of multiple aquaculture facilities to meet the Tribe’s residents and anadromous fisheries production goals and objectives.
  • Function as a project manager in the design and/or re-design of aquaculture facilities, serving as primary contact with design and engineering firms.
  • Perform contracting and budget management, while providing technical contributions and review as part of aquaculture facility design and construction.
  • Navigate and complete applicable tribal, federal, and state regulatory compliance and permitting for the construction and operation of production facilities.
  • Work collaboratively with partners to develop fish production strategies that meet the Tribe’s resident and
    anadromous fisheries goals and objectives.
  • Work with DNR staff and external experts to modernize and upgrade facilities.
• Assists and provides guidance to project partners related to fish production programs and associated goals.
• Represent the hatchery complex, hatchery facilities and Tribe at internal and external meetings, providing key knowledge and expertise on fish rearing and hatchery operations.
• Provide technical analysis, guidance, and policy advice to the Department of Natural Resources’ Director and its program managers.
• Recommend specific metrics and ensure consistent data collection across all locations, manage biometric data across all locations.
• Provide comprehensive annual reporting associated with the facilities and their production programs.
• Apply hatchery management knowledge and practice of fish culturing, primarily but not limited to cold water fishes, for all life stages of fish (egg to adult), inclusive but not limited to: brood stock collection, spawning, collection and allotments of fish eggs, fish egg incubation, fry to adult fish rearing, fish nutrition, fish health and bio-security management, water quality and quantity management, movements, transfers and releases of live fishes.
• Administer and execute all applicable Tribal and Federal policies and regulations associated with facets of the Spokane Tribes Hatchery Programs multiple objectives and contractual obligations.
• Utilize and keep informed of current and innovative aquaculture and fish culturing methods, techniques, and tools to assure the hatchery program fish production goals are accomplished.
• Purchase supplies and equipment, produce procurement documents for the purchase of fixed assets, manage facilities budgets, maintain facilities infrastructures and equipment, inventory and maintain records of hatchery tangible and fixed assets, prepare budget reports, receive, and account for dispersing of funds.
• Produce hatchery staff work schedules with rotating stand-by coverage after normal work hours for all hatchery program facilities.
• Respond to hatchery facilities plant alarms after normal work hours.
• Monitor hatchery staff work hours, prepare, and submit time sheet and leave requests forms.  
• Produce annual plans for hatchery facilities operations and maintenance, biosecurity, fish rearing and stocking. 
• Maintain, produce, and update immediate and long-range plans for hatchery infrastructure rehabilitation and improvements.
• Produce Best Management and Quality Assurance Plans for National Pollution Discharge Elimination System permit and comply with environmental laws, permits and standards applicable for hatchery program facilities and operations.
• Produce and enforce hatchery regulations for safety, cleanliness, and neatness.
• Produce technical monthly, quarterly, and annual reports required by funding agencies contractual obligations, Tribal and Federal laws &/or mandates. 
• Confer with fishery managers, biologists, and other fishery personnel to obtain data and direction for operating programs to meet purposed objectives.
• Utilize hatchery facilities and resources to assist other departments and programs of the Spokane Tribe including but not limited to the Redband Trout and Upper Columbia White Sturgeon Conservation and Recovery programs, Salmon Allocation and Distribution program, Salmon Reintroduction program.

• Interact with the public to provide and exchange information associated with the Spokane Tribes various Hatchery, Cultural and Natural Resource Programs projects and endeavors

KNOWLEDGE, SKILLS, AND ABILITIES:

 

• Advanced science-based aquaculture or fisheries management &/or research publication writing skills acceptable by peer scientific &/or accredited College, University, Governmental or similar higher education organization.  
• Fiscal management, personnel management, writing and speaking, application of science methodologies, judgement and decision making, coordination, analyzing and interpreting complex documents.
• Knowledge to operate advanced computer-based functions and software including but not limited to: Supervisory Control and Data Acquisition (SCADA) system for monitoring and controlling aquaculture plant and telecommunications; Programmable Logic Controller (PLC) for monitoring and controlling large scale aquaculture systems, and WIN-911 Human-Machine Interface (HMI) software program for monitoring and controlling plant controls and alarms.
• Ability to apply logical and scientific principles to a diverse range of intellectual and practical problems or issues and respond appropriately to inquiries or sensitive issues.
• Ability to fully and appropriately expense funding received within contractual obligated timelines.  
• Ability to obtain additional cost share funding and grants to meet programs needs and expand programs potential.
• Knowledge of fish hatcheries, necessary components, and their operations.
• Knowledge of aquaculture practices specific to anadromous fish species as well as federal and state hatchery reform principles.
• Knowledge of aquaculture, water quality, biometrics, and sampling techniques as well as experience with federal, state, and local laws, rules, and regulations pertinent to anadromous fisheries and related environmental sciences.
• Knowledge of and ability to calculate growth trajectories, develop feed schedules, and other practices to meet specific fish size goals.
• Knowledge of salmon production goals, regulatory structure and processes within the Columbia River Basin.
• Familiarity with novel and emerging aquaculture practices such as recirculating or partial reuse systems, artificial channels, or naturalized acclimation.
• Knowledge and experience with Spokane Tribe and other regional fisheries managers, the Endangered Species Act and associated processes, regional resident fish and salmon recovery and sub-basin plans.
• Knowledge and strong working experience in hatchery effectiveness monitoring, including experimental design, analysis and reporting.
• Ability to travel for professional duties, meetings, training and conference participation as necessary
• Able to work effectively in a multi-cultural environment. 
• Able to express self in a clear, concise and scientifically accurate manner when providing oral or written reports to diverse audiences, including peers in regulatory agencies, Tribal Council and members of the public.
• Ability to be imaginative and resourceful in high-pressure situations and under adverse working conditions.
• Able to use good judgment, be adaptable and flexible and maintain a positive highly motivated attitude.
• Able to utilize modern technology for monitoring, routine data analysis, and technical processing tasks.
• Ability to apply research and statistical methods and techniques to the project and related programs, analyze environmental information, prepare written reports and make oral presentations, interpret regulations and policies and synthesize research findings and formulate fish management recommendations, guidelines and regulations.

• Ability to administer and lead complex projects, including record-keeping, budget building and tracking and implementing Tribal and federal administrative processes.

MINIMUM QUALIFICATIONS:

 

• Bachelor of Science Degree in field of Biology with credits in Ichthyology, Microbiology, Limnology and Zoology.
• Five (5) years’ work experience serving as fish hatchery manager with an accredited trout or salmon fish hatchery program.
• Demonstrated experience to coordinate and lead a complex project
• Successful completion of a background check
• Must have a valid Washington State driver’s license and must meet insurance requirements.
• Class A CDL
• physical exertion such as infrequent climbing of ladders, frequent lifting of heavy objects over 50 pounds with repetitive bending, crouching, or stooping.
