Senior IBM Apptio & Cloudability Administrator

Quantico, VA, USAPosted Sep 8, 2026

Description

Senior IBM Apptio & Cloudability Administrator (TBM / FinOps Lead)
Operation Stormbreaker · U.S. Marine Corps Community Services
Quantico, VA - Hybrid · Active Secret clearance required

Help build a program from the start, then lead it

Most Apptio roles hand you an environment someone else designed. This one doesn’t. Operation Stormbreaker is standing up its IBM Apptio Costing, Planning and Cloudability environment now, and we’re looking for the person who will help build it, then own it.

You’ll join during an approximately 11-month implementation alongside MCCS, G2IT, Raven Solutions and IBM Professional Services. When it goes live, you won’t hand it off and move on. You’ll become the primary administrator and subject matter expert for the environment, and you’ll keep running and improving it from there.

Stormbreaker is growing. As more mission customers, applications and cloud workloads come on board, Technology Business Management and FinOps will matter more and more to the program. This role is designed to grow with it, into Stormbreaker’s long-term technical and functional lead for TBM, IT financial management and FinOps.

  • A  strong grasp of the TBM framework and the Apptio TBM Unified Model (ATUM).

  • Experience building and maintaining IT cost models, allocation methods, showback or chargeback reporting, and financial dashboards.
  • Experience with cloud cost and usage data, preferably AWS.
  • Experience bringing in, normalizing, reconciling and validating data from multiple enterprise sources.
  • Experience maintaining Apptio data integrations, data models, reports and recurring processes.
  • Strong analytical, communication, documentation and customer-facing skills, and comfort working with both technical teams and executives.

Will make you stand out:

  • Administration of the Federal or FedRAMP-authorized versions of Apptio and Cloudability.

  • Certifications: IBM Apptio, TBM Council, FinOps Foundation, Security+ or CISSP.

Why you’ll want this role

  • You’ll build it yourself. You’ll configure a federal TBM and FinOps environment from the start instead of maintaining someone else’s.
  • There’s a clear growth path. The role is meant to become the program’s long-term lead as Stormbreaker grows.
  • You’ll have real visibility. You’ll work directly with Marine Corps program leaders, and your work will shape how they fund and manage technology.
  • You’ll work alongside IBM experts. You’ll learn from IBM Professional Services during implementation.
  • Benefits highlights: Health coverage, 401(k) match, PTO, training and certification support
