We seek a talented and highly motivated Analyst, Energy, Climate & Resources (ECR) to join our Malaysia team based in Kuala Lumpur. 

We are looking for someone who can operate at the intersection of energy, industry and public policy. The ideal candidate will bring relevant professional experience or strong sector knowledge in energy and resources,  and major energy projects. We are particularly interested in candidates with experience or substantive knowledge in areas such as power and electricity, renewable energy, oil and gas, LNG and gas-to-power, energy infrastructure, grid development, energy transition, decarbonisation, carbon markets or other related areas. This is not intended to be a generalist policy role. The successful candidate should have a genuine understanding of the energy sector and be able to combine that knowledge with strong research, policy analysis, stakeholder intelligence and client advisory skills.

Position Responsibilities

Energy and Sector Analysis

• Research and analyse developments across Malaysia’s power, electricity, renewable energy, oil and gas, LNG, energy infrastructure, energy transition and broader resources sectors.
• Develop a strong understanding of the commercial and technical fundamentals behind energy investments, including generation capacity, fuel supply, grid connectivity, infrastructure requirements, project development and market structure.
• Track major projects, investments, market developments and emerging technologies relevant to BGA’s ECR clients.
• Analyse how changes in Malaysia’s energy system may affect companies, investors and major energy users.
• Translate technical and industry developments into clear commercial, policy and strategic implications for clients.

Energy Policy and Regulation

• Monitor and analyse Malaysian policies, regulations and government initiatives affecting the energy, climate and resources sectors.
• Assess how policy and regulatory decisions may affect investment, project development, market access, operating costs and the commercial viability of energy projects.
• Analyse developments in areas such as electricity market reform, renewable energy, grid access, gas market liberalisation, LNG, energy security, carbon policy, climate commitments, energy efficiency and decarbonisation.
• Understand the objectives behind government policies and regulatory decisions and identify the institutions and stakeholders shaping those outcomes.
• Assess policies and regulations from technical, commercial and implementation perspectives.
• Support the development of evidence-based policy positions and recommendations for clients.

Energy Transition and Infrastructure

• Track Malaysia’s energy transition and assess its implications for industry and investment.
• Analyse developments affecting renewable energy deployment, electricity supply, grid capacity, storage, gas-to-power and other generation technologies.
• Develop an understanding of the role of natural gas and LNG within Malaysia’s energy system and longer-term energy transition.
• Analyse the relationship between energy policy, industrial development and emerging sources of electricity demand, including data centres and advanced manufacturing.
• Monitor developments in decarbonisation, carbon markets, carbon capture, hydrogen and other emerging energy technologies where relevant to clients.

Political and Stakeholder Intelligence

• Develop a strong understanding of how energy-related policy and regulatory decisions are made in Malaysia.
• Identify the ministries, regulators, utilities, state governments, government-linked companies, industry players and other stakeholders relevant to client priorities.
• Map key decision-makers and influencers and assess their mandates, interests, priorities and positions.
• Gather intelligence through research and engagement with government, industry, technical experts and other stakeholders.
• Look beyond official announcements to understand the political, institutional, and commercial dynamics influencing energy policy and major projects.
• Translate stakeholder and political intelligence into clear implications for clients.

Client Advisory

• Develop a strong understanding of clients’ businesses, investments, technologies and priorities in Malaysia.
  
• Help clients understand what is happening, why it matters, what is likely to happen next and what they should consider doing about it.
• Support the development of government affairs, public policy and stakeholder engagement strategies.
• Identify regulatory, political, infrastructure and market risks and opportunities affecting client investments and operations.
• Prepare high-quality analytical memos, regulatory updates, stakeholder maps, briefings, presentations and other client deliverables.
• Participate in client meetings and briefings and communicate analysis clearly and confidently.
• Work with senior colleagues to turn research and intelligence into practical and actionable client recommendations.

Stakeholder Engagement

• Develop relationships across Malaysia’s energy and policy ecosystem, including energy companies, utilities, regulators, government agencies, state governments, industry associations, technical experts and research institutions.
• Engage relevant government and industry stakeholders to gather information and develop intelligence.
• Support BGA and client engagement with policymakers, regulators and industry stakeholders.
• Communicate technical, commercial and policy issues clearly to both specialist and non-specialist audiences.

Team and Practice Development

• Work closely with BGA Malaysia’s policy and government affairs team and contribute energy-sector expertise to broader client work.
• Collaborate with BGA’s regional Energy, Climate & Resources practice and country teams on cross-market assignments.
• Contribute to BGA Malaysia’s ECR knowledge base by tracking emerging developments, maintaining sector intelligence and identifying issues relevant to clients.
  
• Support business development, proposals and presentations involving energy, climate and resources.
• Contribute to internal discussions and help strengthen the team’s understanding of Malaysia’s energy sector.

Job Requirements

This role is for someone who combines energy-sector knowledge with strong analytical ability, curiosity about public policy and commercial awareness. The successful candidate should be interested in understanding not only what government policy says, but how the energy sector actually works, why particular decisions are being made and what those decisions mean for companies and investors.

• Relevant professional experience in energy, power, utilities, oil and gas, renewable energy, energy infrastructure, resources or a closely related sector.
• Good understanding of at least one relevant area, such as electricity markets, power generation, renewable energy, grid infrastructure, natural gas and LNG, oil and gas, energy transition or decarbonisation.
• A strong interest in public policy, regulation and Malaysia’s political economy.
• The ability to analyse technical and commercial information and understand its policy and regulatory implications.
• Strong research and analytical skills, including the ability to work with incomplete or fast-moving information and form a well-supported view.
• An understanding of how energy companies, utilities, infrastructure developers and investors operate and make commercial decisions.
• The ability to identify relevant stakeholders, understand their interests and assess their influence over policy or project outcomes.
• Strong written and verbal communication skills and the ability to explain complex issues clearly.
• The ability to manage multiple workstreams and deadlines while maintaining accuracy and attention to detail.
• The ability to work independently while collaborating effectively with colleagues in Malaysia and across BGA.

Qualifications

• 2–5 years of relevant professional experience in energy, power, utilities, oil and gas, renewable energy, energy infrastructure, resources or a closely related field.
• Experience working for or with an energy company, utility, independent power producer, oil and gas company, LNG company, renewable energy developer, infrastructure company, engineering consultancy, regulator, government agency or energy-related advisory institution would be highly valued.
• Experience or exposure to energy policy, regulation, regulatory affairs, government affairs or public policy is an advantage.
• Knowledge or experience in one or more of the following areas is preferred: power and electricity markets; power generation and infrastructure; renewable energy; grid and transmission infrastructure; natural gas and LNG; oil and gas; energy transition and decarbonisation; carbon markets and climate policy; energy efficiency; emerging energy technologies.
• Familiarity with Malaysia’s energy ecosystem, including relevant ministries, regulators, utilities, state governments and industry stakeholders, would be an advantage.
• Strong written and verbal communication skills in English and Bahasa Malaysia.
• Proficiency in Microsoft Office and comfort working with technical, commercial, and quantitative information.
