With a presence in over 30 countries, BGA staff provide bespoke services to clients across the region. We seek a talented and highly motivated Senior Analyst, Technology & Digital Infrastructure to join our Malaysia team based in Kuala Lumpur.
We are looking for someone who can operate at the intersection of technology, infrastructure and public policy. The ideal candidate will bring substantive professional experience in the technology sector, combined with the ability to understand how government policy, regulation and political priorities affect technology companies and major technology investments.

We are particularly interested in candidates with direct experience in areas such as data centres, cloud and computing infrastructure, artificial intelligence, telecommunications, cybersecurity, semiconductors, digital platforms, network infrastructure or other emerging technologies. This is not a generalist policy role. The successful candidate should be able to bring credible technical and industry expertise into BGA’s advisory work while translating that knowledge into practical policy, regulatory and business advice for clients.

Position Responsibilities

Technology and Sector Analysis

• Serve as a source of technical and industry expertise for BGA Malaysia’s technology-related client work.
• Analyse developments across data centres, cloud computing, AI infrastructure, telecommunications, cybersecurity, semiconductors, digital platforms and other emerging technologies.
• Understand the technical and commercial requirements behind major technology investments, including power, connectivity, land, computing capacity, infrastructure, supply chains and technology deployment.
• Assess the technical feasibility, infrastructure requirements and operational constraints affecting major technology projects and investments.
• Translate complex technical developments into clear commercial, policy and strategic implications for clients.

Technology Policy and Regulation

• Monitor and analyse Malaysian policies, regulations and government initiatives affecting the technology sector and digital infrastructure.
• Assess how policy and regulatory decisions affect the deployment, cost, competitiveness and commercial viability of technology investments.
• Analyse developments in areas such as AI governance, data governance, cybersecurity, cloud policy, digital infrastructure, telecommunications regulation, data centre development, energy and sustainability requirements, digital trade and technology investment policy.
• Understand the intent behind regulatory developments, including what government is trying to achieve, which institutions and stakeholders are shaping the outcome, and how different policy options may affect industry.
• Evaluate proposed policies and regulations from both a technical and commercial perspective, identifying potential implementation challenges, unintended consequences, and opportunities for clients.
• Help develop evidence-based policy positions and recommendations that reflect both government objectives and industry realities.

Data Centres and Digital Infrastructure

• Analyse Malaysia’s data centre and digital infrastructure ecosystem, including power availability, grid capacity, renewable energy, water, connectivity, land, planning requirements and infrastructure constraints.
• Understand the technical and regulatory considerations affecting hyperscale and colocation data centre development and expansion.
• Assess issues relating to data centre capacity, energy efficiency, sustainability, connectivity and infrastructure readiness.
• Analyse the interaction between Malaysia’s technology, energy, industrial and investment policies and their implications for digital infrastructure.
• Support clients in navigating the technical, policy and regulatory issues associated with major digital infrastructure investments.

Political and Stakeholder Intelligence

• Understand how technology-related policy and regulatory decisions are made in Malaysia, including the formal process as well as the institutional interests and stakeholder dynamics that shape outcomes.
• Identify the government agencies, regulators, utilities, state authorities, industry players and other stakeholders that can influence technology-related decisions.
• Map key decision-makers and influencers and understand their respective priorities, interests and positions.
• Gather intelligence through engagement with government, industry, technical experts and other stakeholders and translate that intelligence into practical client advice.
• Assess how Malaysia’s broader political and economic priorities may affect technology policy, investment and regulation.

Client Advisory

• Develop a sophisticated understanding of clients’ technologies, business models, investment priorities and policy concerns.
• Help clients understand what is happening, why it matters technically and commercially, how government is likely to approach the issue, and what they should do next.
• Translate technical, regulatory and stakeholder intelligence into clear and actionable recommendations.
• Develop government affairs and public policy strategies grounded in a strong understanding of the underlying technology and industry.
• Identify regulatory, infrastructure and political risks and opportunities affecting client investments, operations and market strategies.
• Prepare high-quality analytical memos, policy assessments, stakeholder maps, engagement strategies, briefings and presentations.
• Brief senior executives, corporate government affairs teams and other client stakeholders clearly and confidently.

Stakeholder Engagement

• Develop relationships across Malaysia’s technology and policy ecosystem, including technology companies, infrastructure providers, utilities, regulators, government agencies, industry associations, technical experts, research institutions and other relevant stakeholders.
• Engage government and industry stakeholders independently and on behalf of clients.
• Communicate complex technical and policy issues credibly with both technical and non-technical audiences.
• Support clients in developing constructive engagement with policymakers by translating technical realities into practical policy recommendations.
  

Team and Practice Development

• Work closely with BGA Malaysia’s policy and government affairs team, bringing technical expertise into broader political, regulatory and stakeholder analysis.
• Collaborate with BGA teams across the region on technology-related client assignments.
• Contribute to the development of BGA Malaysia’s technology practice, intellectual capital and sector expertise.
• Support business development, proposals and client presentations involving technology and digital infrastructure.
• Help strengthen the wider team’s understanding of technology and emerging policy issues.

Job Requirements

This role is for someone who combines technical credibility with policy judgment and commercial awareness. The successful candidate should not simply understand technology policy from the outside. They should understand the technology and industry well enough to assess whether a policy is technically workable, what it means commercially, and how government and industry can realistically respond.

• Professional experience working directly in technology, digital infrastructure, telecommunications, engineering or a closely related sector.
• Strong technical understanding of at least one relevant area, such as data centres, cloud infrastructure, AI infrastructure, telecommunications networks, cybersecurity, semiconductors or digital infrastructure.
• A strong interest in public policy and regulation and an understanding of how government decisions affect technology businesses and investments.
• The ability to assess policy and regulation from technical, commercial and implementation perspectives.
• The ability to understand complex regulatory and political developments and identify their practical implications for industry.
• Strong business acumen and an understanding of how multinational technology companies make investment and operational decisions.
• The ability to identify relevant decision-makers, stakeholders and institutional interests affecting technology policy.
• Strong analytical judgment and the confidence to form and communicate a clear view even where the policy or regulatory environment remains uncertain.
• Strong written and verbal communication skills, including the ability to translate technical issues into clear advice for policymakers, corporate executives and non-technical audiences.
• The ability to work independently under pressure while collaborating effectively across multidisciplinary teams.

Qualifications

• 5–10 years of relevant professional experience, with substantive experience in technology, digital infrastructure, telecommunications, engineering, or another closely related sector.
• Experience working for or closely with a technology company, hyperscaler, data centre operator, telecommunications company, cloud provider, cybersecurity company, semiconductor company, infrastructure developer, engineering consultancy, regulator or relevant government technical agency is strongly preferred.
• Experience dealing with government policy, regulation, regulatory affairs, government affairs or public policy within a technology-related environment would be highly valued.
• Demonstrated expertise in one or more of the following areas: data centres and hyperscale infrastructure; cloud and computing infrastructure; artificial intelligence and AI infrastructure; telecommunications and network infrastructure; cybersecurity; semiconductors and advanced electronics; energy and power requirements for digital infrastructure; digital platforms and emerging technologies.
• Familiarity with Malaysia’s technology and regulatory ecosystem, including relevant government agencies, regulators, utilities and industry stakeholders, is preferred.
• Strong written and verbal communication skills in English. Proficiency in Bahasa Malaysia is strongly preferred.
• Proficiency in Microsoft Office and the ability to work confidently with technical and quantitative information.
• Education: Bachelor’s degree in engineering, computer science, information technology, telecommunications, electrical or electronic engineering, data science, cybersecurity or another relevant technical discipline is preferred. Candidates from public policy, economics, law or other disciplines may be considered where they can demonstrate substantial professional technical and industry experience.
• Reporting: This position is based in Kuala Lumpur and reports to the Managing Director, Malaysia.
