All Water is seeking an experienced and knowledgeable Storm Water Division Manager to lead and oversee all storm water-related operations across the company. This individual will be responsible for the full lifecycle of storm water projects — from pricing and scoping work to field execution, regulatory compliance, and final documentation. The ideal candidate combines strong technical expertise in storm water infrastructure with proven leadership, project management, and business development skills.

This role requires a hands-on manager who can balance office-based responsibilities (estimating, compliance, reporting) with field oversight (inspections, crew supervision, quality control) to ensure all storm water work is completed safely, on time, on budget, and in full regulatory compliance.

Key Responsibilities

Division Leadership & Business Operations

•       Serve as the primary lead for all storm water-related work performed by All Water

•       Develop pricing, estimates, and scopes of work for storm water projects

•       Oversee job scheduling, crew assignments, and resource allocation

•       Manage project budgets, timelines, and profitability

•       Provide direct oversight and quality control for all storm water jobs from start to finish

•       Build and maintain relationships with clients, engineers, municipalities, and regulatory agencies

•       Support business development efforts, including bidding on new work and identifying growth opportunities

Field Operations & Infrastructure Repair

•       Oversee repair of broken storm drains, culverts, and catch basins

•       Manage cleaning operations for pipes, ditches, and drainage systems (removal of dirt, debris, trash, and vegetation)

•       Direct video (CCTV) inspection operations to identify pipe cracks, clogs, and structural defects

•       Oversee cleaning, repair, and maintenance of retention and detention ponds

•       Manage construction, installation, repair, and retrofitting of Best Management Practices (BMPs) and Stormwater Control Measures (SCMs)

•       Oversee underground and underdrain system installation and repair

•       Supervise construction-phase erosion and sediment control operations

•       Support Low Impact Development (LID) design and implementation initiatives

Inspections, Compliance & Documentation

•       Conduct and manage routine inspections of storm water systems and infrastructure

•       Maintain thorough, accurate documentation of inspections, findings, and completed work

•       Track corrective actions and ensure timely resolution of identified deficiencies

•       Develop and maintain databases for tracking inspections, assets, and compliance records

•       Ensure all work complies with applicable local, state, and federal regulations, including OSHA and EPA requirements

•       Prepare and submit required regulatory compliance documentation and reports

•       Coordinate and manage bond release inspections

•       Support hydrologic studies and modeling for new and existing storm water systems

•       Coordinate with Professional Engineers (PE) for design review, stamped drawings, and as-built certifications

Team Management

•       Hire, train, mentor, and supervise storm water field crews and support staff

•       Enforce safety protocols and ensure crew compliance with OSHA and company safety standards

•       Conduct performance evaluations and manage day-to-day staff needs

•       Foster a culture of safety, quality, and accountability within the division

Qualifications

Required

•       2+ years of experience in storm water management, civil construction, or environmental services, with at least 2 years in a supervisory or management role

•       Strong working knowledge of storm water infrastructure, drainage systems, and BMP/SCM design and maintenance

•       Familiarity with erosion and sediment control practices during construction

•       Experience with CCTV pipe inspection equipment and reporting

•       Working knowledge of OSHA regulations and environmental compliance requirements (NPDES, MS4 permits, local stormwater ordinances)

•       Experience preparing project estimates, scopes of work, and pricing proposals

•       Strong organizational and documentation skills, including experience with compliance databases and tracking systems

•       Valid driver's license with a clean driving record

•       Ability to travel to job sites regularly and work outdoors in varying weather conditions

Preferred

•       Bachelor's degree in Civil Engineering, Environmental Science, Construction Management, or a related field (or equivalent experience)

•       Professional Engineer (PE) license, or ability to work closely with licensed PEs for certifications and as-built approvals

•       Certification in erosion and sediment control (e.g., CPESC, CESSWI) or stormwater management (e.g., CPSWQ)

•       Experience with hydrologic/hydraulic modeling software (e.g., HydroCAD, StormCAD, EPA SWMM)

•       Experience managing municipal, commercial, and residential storm water contracts

•       OSHA 30-Hour Certification

Physical Requirements

•       Ability to walk uneven terrain, climb ladders, and enter confined spaces as needed for inspections

•       Ability to lift up to 50 lbs

•       Ability to work outdoors in various weather conditions

•       Ability to stand, bend, and kneel for extended periods during field inspections

Work Environment

This position requires a combination of office work (estimating, compliance documentation, reporting) and active field work (site visits, inspections, crew oversight). Some travel between job sites is required.
