Médecins Sans Frontières (MSF) is an international, independent, medical humanitarian organisation that delivers emergency aid to people affected by armed conflict, epidemics, natural disasters and exclusion from healthcare. MSF Taiwan focuses on four pillars: public engagement and advocacy on global humanitarian crises; recruitment of Taiwanese medical and non-medical staff for field deployment; fundraising to support MSF’s social mission; and technical exchange with medical audiences.
Fundraising sustains MSF’s independence. MSF prioritises private, largely unrestricted income to safeguard the independence, impartiality, and flexibility of its medical-humanitarian action. More than seven million private donors worldwide support this mission, and Taiwan is a significant and fast-growing part of that global network. Donors are not only financial supporters but stakeholders in the humanitarian mission: they lend their voice to neglected crises and amplify MSF’s témoignage — our commitment to bearing witness to the realities faced by the people we assist and speaking out on their behalf. Fundraising at MSF is therefore principled work — built on trust, credibility, transparency, and accountability. It is never transactional; it is tied to the independence that defines who we are.
The department of 20 spans donor acquisition, major gifts, supporter loyalty, digital engagement, content, and the data and CRM systems that underpin them. Since launching full-year fundraising in 2020, the department has achieved rapid, efficient growth — the next phase calls for strategic depth and continued innovation to sustain that momentum.
Head of Fundraising
The Head of Fundraising is a strategic leadership role reporting directly to the General Director. You will set the multi-year direction for MSF Taiwan’s fundraising — diagnosing where sustainable, diversified growth will come from, translating that diagnosis into coherent strategy, and building the fundraising department’s capability to deliver it — while contributing to organisational direction as a member of the MSF Taiwan Management Team.
You will build on rapid growth. MSF Taiwan’s fundraising has scaled fast in a short period, and the role is about bringing strategic depth to sustain that momentum — raising the ceiling without breaking stride. We are looking for a strategist and innovator — someone who reads the numbers and the market, sets direction others can follow, encourages the department to experiment and learn, and grows its capability rather than carrying it. Strategy here is inseparable from delivery: the right leader is as comfortable with a forecast and a retention curve as with a multi-year plan. This leader also needs principled courage to hold the line and build a department resilient enough to hold it with them.
Major Responsibilities
- Strategy & Leadership
- Set and lead MSF Taiwan’s multi-year fundraising strategy, annual plans, and budget – grounded in a clear diagnosis of where sustainable, diversified, predominantly unrestricted growth will come from.
- Contribute to MSF Taiwan’s strategic and annual planning as a member of the Management Team.
- Represent MSF Taiwan in local and international fundraising networks, and within the international MSF movement, building relationships with major donors and corporate partners.
- Fundraising Performance & Programmes
- Oversee fundraising across donor acquisition, retention and loyalty, major gifts, corporate partnerships, and emergency appeals — ensuring high-quality execution and continuous improvement.
- Own fundraising performance: monitor budgets, market trends, and risk; use data and forecasting to drive decisions; ensure a mature, well-governed CRM and data capability.
- Ensure all fundraising complies with organisational policy and regulatory environment.
- People & Department Development
- Lead, coach, and develop the fundraising department — growing the next layer of managers and building a collaborative, high-performing, mission-driven culture.
- Grow the department’s capability: create capacity and ownership rather than concentrating decisions, and hold and develop the department’s strongest people.
- Cross-Functional & Principled Practice
- Partner closely with Communications Department to ensure integrated, principled messaging that protects MSF’s voice while strengthening public engagement and fundraising results.
- Safeguard the link between fundraising and MSF’s independence — ensuring donor engagement never compromises the impartiality and neutrality that define the movement.
- Champion compliance and internal governance — ensuring fundraising operations meet the standards of accountability MSF owes its supporters, including procurement, financial, and data management processes.
Requirements
- Essential
- Minimum 7 years’ experience in fundraising, marketing, or a related field, including at least 5 years managing and developing people, with senior leadership responsibility.
- Demonstrated experience designing and delivering fundraising strategies across multiple channels or programmes.
- Strong analytical capability: fluency with forecasting, budgets, donor lifecycle and retention, and data-informed decision-making, and comfort with CRM and fundraising data.
- Combines strategic vision with operational depth — able to set multi-year direction and stay close to delivery.
- Proven ability to develop others and grow a department’s capability, not only to manage its output.
- Excellent written and verbal communication in both Chinese and English, with sound judgement across diverse stakeholders.
- Commitment to MSF’s humanitarian principles, and an understanding that fundraising is tied to MSF’s independence — not to transactional donor tactics.
- Strong Advantages
- Experience leading a department in a Chinese-language working environment.
- MSF or INGO/NGO fundraising experience.
- Familiarity with Taiwan’s giving landscape, donor behaviour, and regulatory context.
- Experience building or maturing fundraising data, CRM, and analytics capability.
- Regional networks across East or Southeast Asia.
- A degree in business, marketing, or a related field, or equivalent experience.
